Since the installation requires an open-flame propane torch, it gets such a name. It is sometimes referred to as torch down roofing.
Torch-on roofing comes with a number of benefits. Since it is made of bitumen, the roof stays highly waterproof, and rain, snow and ice stay out. The bituminous layers are only about 4 mm thick, which makes a torch-on roof lightweight and puts little extra load on the building structure. These roofs are also durable, with a typical lifespan of around 20 years, and they are UV-resistant and can handle temperature changes.
